All Windows Apps gone! I can't get onto PC Settings?

Last night I tried to change the name of my main user folder using the Unlocker program, I clicked rename and so on. After I logged off of my administrator account I clicked the start button on my local account only to find all of the apps gone, I then proceeded to hover my mouse in the top right corner to bring up the menu and clicked 'Change PC Settings', I sat there for about 5 minutes waiting for it to come on but everytime I clicked it nothing would happen, I have tried everything like a System Rollback etc...
HELP!

Can you check the event log viewer, maybe it will give you a hint on what the problem is.
It might be a security issue on the folder.

Doesn't refreshing remove all user-installed programs though? I cannot be bothered having to install 400gb worth of programs again...

I fixed, the issue! I just added a new local account and added administrative permissions to it! Thanks anyways!
