System not booting up

When I switch on my pc
The Intel screen appears appears and goes off and a blank screen appears and after some time again the same Intel screen appears but usually the starting windows screen appears. My computer hangs frequently.
Please help me with the issue.

You need to test hardware, try different RAM or try one stick at a time. Run a test on the hard drive with a utility from the drive vendor.

A good idea is to re-install Windows after backing up your files and settings, that will make sure you don't have programs or old/corrupt drivers causing issues.
