Passive Water Cooling

I'm getting a desk that encompasses the desktop. To make matters worse, it will be put inside a closed cabinet with 4 inches behind it and 1/2 in on all other sides. It will sport the equivalent of an heavily overclocked i7 4790k (I'm waiting for Skylake) and one, possibly two GTX 980 ti (also waiting for) also overclocked heavily. I need to know if there is a passive water cooler on the market, and price doesn't matter much, to cool these three components. I realize that this is no easy matter but the only way to keep it from thermal throttling on normal presets is to put the radiator behind the desk.

"on the market" no. You could build something, but I'm not 100% sure what you mean by passive. Without some sort of active cooling it is unlikely to work well.

If you mean radiators without running a fan, but still having a pump, then you just need a really big radiator(s). Ideally it should be well exposed so that heat can rise away from it.
 
not sure why you would want passive watercooling--its not loud with good fans--you would need huge radiators to disperse the heat of those components with no fans--my watercooling is basically silent with fans on the rads--but its not enclosed--if you enclose it you will be surprised how quickly a couple of hundred watts will heat up even with water--you need to cut a ventilation hole or remove the rear panel of whatever you enclose it in or its going to over heat--guaranteed
