GPU Throttling at low temps

My gtx 760 2gb is throttling regularly when playing cpu and gpu intensive games such as GTA V or Battlefield 3. It can run these games smoothly at decent settings, but every now and then 60fps dips to about 20-30 for about 5 seconds, sometimes more. MSI Afterburner shows GPU Usage decreasing from around 96% to 60 odd in correlation with the throttling, along as VID usage dipping from 34 to 20s, all while at a temperature never exceeding 70 degrees - mostly always around 63-64.
CPU: AMD FX 8350
GPU: GTX 760 2GB
MOBO: ASUSTeK Computer INC. M5A78L-M/USB3 (AM3R2)
PSU: Corsair CX750

CPU Temps are normally around 63 degrees and GPU temps are normally around 64 when throttling occurs, then the temps decrease to around 47, but if I'm not mistaken these are not anywhere near the temperature thresholds for a GPU or a CPU.

Managed to solve the problem. My northbridge was getting too hot and throttling my CPU. Managed to fix it by improving airflow in my case and using AMD Cool 'n' Quiet and other cooling options from the BIOS. :)
