The issue has persisted for a while now and although its not a real fix, When i would enable vsync to a game the sound would leave and not really come back. Games this was an issue on included Skyrim, CSGO, Fallout, and a bunch of other titles but by enabling vsync the problem solved. Now im playing GTA:V and no matter if i turn vsync on through my GPU or through the game the sound comes back intermittenly.
The sound stops immediately if i alt-tab, it doesnt sound like a fan wirring but more similar to a fire alarm.

Motherboard - Asus P8Z68
CPU - Intel i5 2550k
GPU - Gigabyte Windforce 2x - Nvidia GTX 660
PSU - Corsair GS700

im still relatively a newbie with computers. I suspect it to be the GPU or CPU, ive owned the computer since around February of 2011 and the only things to have been replaced are the GPU, PSU, HDD, and i added 8gb of ram. Any other information needed i can try to get thanks.

Solution
It sounds like some sort of interference. Others have had issue with coil whine when the gtx 660 is under load playing games like skyrim or heavily modded farcry 3. Since the noise goes away when you alt-tab to another application (effectively disengaging the gpu and allowing gpu load to drop) that may very well be what you're experiencing.
