GPU fan spinning and showing up in device manager but no display

I recently bought a used Dell Inspiron T5500 series used on craigslist.

Installed was an older Radeon X-series VGA GPU so he threw in an XFX R7750.

When I boot up with the older X series the CPU displays fine(albeit at 1080x768) but when I take that out and try the R7750 I get no display even though I see the fan spin up on the GPU.

The PC has 2 PCI-E 2.0 16x slots so I tried having both GPUs installed at the same time and sure enough the R7750 shows up in the device manager but I can't get video from either of the DVI ports or the HDMI port on it.

I than tried a Radeon HD 5450 and it worked fine.

So my question is, if the GPU fan spins up and it shows up on the device manager is it still possible for the GPU to be faulty/broken?

Windows 7 Professional 64 bit

Intel Xeon X5667 @ 3.07 ghz

48GB Triple-Channel DDR3 @ 664 mhz (9-9-9-24)

Dell Inc 0CRH6C (CPU1)

160gb intel SSD

Dell 875 watt 80 plus silver
