GTA V - 4690K vs FX-8350 -Something is wrong with this video...

There could be a lot of considerations involved. Different boards, possibly with different PCI lane structures and speeds, different OS efficiencies, other hardware considerations. Since the core recommendation is 4 cores, it's doubtful that the FX chip is the difference, but it's possible, don't get me wrong. I haven't seen any evidence that suggests GTA V is optimized for more than 4 cores, but I haven't seen anything to the contrary either. It runs well on my 8320 with a 290x, but no more fluid than any other title, so I doubt the additional cores are the reason, if there even is one.
