Weird PSU problem

i got seasonic SS-500ET 8 months ago, since january 2015 it start making noise like in this video https://www.youtube.com/watch?v=p0A-dxoFItQ

the noise come from PSU, but circuit breaker will making noise too
not only that, i check voltage, ampere and watt from wall and formula watt = volt x ampere not working
example: voltage 220V, 2,75 ampere but only 280 watt. it should be 605 watt, shouldn't it?
it only happens when my PC on, the electric will back to normal and breaker will stop make noise if i turn off my PC.

i replace my psu with corsair CS550M and it working like a charm
just wondering how my old seasonic can pull so much ampere but only little watt

PS: english is not my native language, hope you guys understand what i'm saying

yes, the volts*amps=watts. something must be wrong with the breaker i think or with whatever you use to measure the power draw/amps. does the formula work when you test the corsair? try another cable, sometimes that's what's causing the issues.

formula work with my new corsair. i think breaker is normal, because it only happen when PC is turn on
