R9 280 Running at 1250GHz instead of 5000Ghz, RAM at 667MHz

As the title says, my gpu is running at 1250GZh instead if 5000Ghz, and my RAM is running at 667MHz instead of 1600 (Corsair Vengeance 2x4) and I dont know if this matter that much but since I got my new CPU cooler I had to move my memory sticks to slots 3 and 4 instead of 1 and 3 . Any suggestions on how to fix this because my games are running like crap.

The advertised 5000mhz is actually 4 modules running each at 1250hz, that is normal.

For the ram, you may have to manually set your speed in your BIOS. First, ensure that they are in the proper slots to take advantage of dual channel and then if the AUTO setting isn't setting it to about 800mhz, manually adjust it.
