Pc isn't working properly

Hey guys i'm facing some problems with my newly built pc after a power failure in our area. My rig is below:
1/ Intel core i5 4690k at stock
2/ Msi GTX 970 Gaming 4g
3/ Msi z97 gaming 5 mobo
4/ 8 gigs of ram

My pc as it is, was working properly. But after the power failure now i'm getting 15-20 fps in ACU with any preset i choose. After putting my old gpu back there i saw the same result, 4-5 fps as it's weaker but with any preset i choose. So it's clear that my gpu isn't the problem. But then again i ran aida64 stability test with everything checked on except gpu stress test for 12 hours. It also successfully passed with low temperatures. I also ran full anti-virus scan with avast premium and cleared out the threats. But the same result. Other things like videos are taking time to load and play, pc hanging for some times at idle or load, booting up takes time than before etc are also the problems i'm facing. So what did i miss guys? Which is culprit behind this problems? Please help as i've tried out everything possible and yet nothing seems damaged to cause this problems. PLEASE HELP!!!!!

Before claiming A caused D do some basics that ALSO cause the same issues:

Did you install all Windows Updates? Including OPTIONAL except BING? Check them and repeat till ALL are installed.

Download and run Slim Drivers, install all the latest updates but you don't need to reboot until you do the last update

Go to www.filehippo.com, download Malwarebytes, go to CUSTOM Scan and set it to do a full system scan (by DEFAULT IT DOESN"T DO THAT, and AntiVirus doesn't pick up alot of malware) - this resolved almost ALL other similiar posts to date as most had Malware the AV didn't pick up.

Remove whatever AV your using and download AVIRA, AVG, Comodo or Panda go to CUSTOM Scan and set it to do a full system scan (by DEFAULT IT DOESN"T DO...

The easy parts to test are ram using memtest86 (Linux based ISO image)
And hard disk diagnostics using manufacturers diagnostic boot disk
Both found on hirens boot cd

First check in bios for strange settings
Ensure CPU is correctly recognised
If a k model is it using over clock settings ? Or default non k settings

You can reset CMOS using jumper using method shown in motherboard user guide then load defaults

check in the bios if the voltages and temps look normal
i do not know where you live....but sometime like in europe ...you need a surge bar because of the bad electrical current
if you got 2 rams ..just try with one ram at the time
which model of psu you have?

Repeat the AV/Malware scans till the system comes up clean.

Download and run SPECCY, copy and paste the first tab to show your idle temps

Download AUTORUNS and turn off anything NOT critical on startup, so you don't need to run JAVAScheduler to check for Java updates everytime you start your computer for example. BE CAREFUL AND KNOW WHAT YOUR TURNING OFF BEFORE YOU DO IT.

Download and run MSI Afterburner, in the settings turn ON OSD, then go through and SET the stuff to 'watch' by enabling them in OSD (On Screen Display)
Now run some of the games that run poor, what temps are you getting when underload as compared to what you posted?
With MSI Afterburner Do you see anything funny that the CPU or other parts are maxing out (we are testing here not trying to WIN at the games, so if your screen is filled with readouts then just deal as we are just observing).
Do you see this problem when in SOLO MODE? Only when Multiplayer?
Check all the games you listed, and provide if there they ALL or just SOME are having this issue?

Open Computer, Can Air dust out the bunnies and use paint brush on the vents, coolers, fans, etc.

Go through and provide a response on each point, don't SKIP IT because "I ALREADY DID IT" , just try doing it again as of THIS post so we know NOW what is happening as compared to BEFORE you posted.

Thanks for your help men..... I did full scan on my pc using avast and found some virus and removed them. I also did fully update my windows but my pc was still okay with the present update until that incident. I see the problems in both solo and multiplayer. Anyway the problems are happening with every game which didn't happen before. In call of duty advanced warfare, i can't even get past the loading because the video slutters so much that i can't wait enough to get it fully loaded. And other than that , far cry 4 also lags the same way as ACU but only gets few fps more because of better optimization. And none of them were happening before everything was fine and i used to get a good 40+ fps at ACU with ultra and 70 at lowest. Now i get 15-20 no matter ultra or low. And that is the strangest thing since if you turn graphics settings from ultra to low, it's supposed to get you more fps. But not in my case. And that means something is holding my 970 to work as it should. The same applies for my very old gt 430 which doesn't use much power to indicate a psu problem. Should i just reinstall windows? Or is one of my hardware physically damaged?
 
No problem. But please follow ALL my steps (you may have malware and antivirus systems do no pick them up), and we can determine more based on the answers you provide. Just telling us what you did doesn't help 'nail it down'

I would recommend REMOVING AVAST! Avast's forums got hacked, which used the same login info use for registering AVAST, which means they have a way to get to your system THROUGH the antivirus. I recommend one of the others to replace it, and known that AVAST was becoming less reliable impacting system performance.
 


REALLY? the op obviously has more then a simple little 'check this on thing issue' as the op stated "I also ran full anti-virus scan with avast premium and cleared out the threats." which first off means there is probably Malware too, which Antivirus systems do NOT pick up, Hence, the first part of the issue I responded that the OP needs to run a ANTIMALWARE solution like Malwarebytes.

Secondly, I have HAD Avast! before, and the redesign of the software had caused other issues (as soon as Avast! was removed the issued ceased, tested by reinstalling, issues returned, removed - ceased) as the way the program was working would cause many of the SAME issue (software wise) the OP is talking about. By being so busy doing 'it's thing' in the background would cause software (watching videos, opening webpages, playign games) to perform worse and worse, as well as cause system HANGS.

So again how is this "off topic and not serious without sense"?????

Additionally could the OP be facing issues while gaming that are seperate other things (Malware, temps, etc.)? YES the OP can have multiple issues here, so following ALL the steps in that order both resolves many issues AS WELL AS providing answers (questions are listed in it if you read it) to tell us HOW the OP sees the system perform with some solid numbers specifically tested.
 


That would be a SOFTWARE problem, as I mentioned any one or combination of Malware, viruses, invalid drivers, etc.

Please still FOLLOW THOSE STEPS, especially ONCE A MONTH to MAINTAIN the performance and reliability of your PC
If you do not, you will REPEATEDLY have issues. The steps resolve all the 'basics' for PCs. If that is too technical or 'can't be bothered' then please switch to a PS4. You will always get reliable gaming but as well not need to deal with any of this.
