Can you provide some specs of the system, like CPU, memory, model of Dell PC you have? Hard to pick $300 worth of parts when we don't know what it will have to run with and fit in.

If you're looking to spend $300 for both the PSU and gfx card, you will probably have to settle for 1080p gaming. Moving to 1440p will take a lot of PSU and dual cards/dual GPU card. And the 9 1/2" clearance for length will cut down the choices. Kind hard being limited to Microcenter choices, but this is what I came up with:
PSU: http://www.microcenter.com/product/416677/500B_500_Watt_ATX_Power_Supply
Gfx Card: http://www.microcenter.com/product/444520/GeForce_GTX_960_Overclocked_2GB_GDDR5_PCI-e_Video_Card
