When I noticed frame skips in game, I poked around to see which part of my laptop may be causing the issue. When I was checking RAM, I observed an interesting phenomenon: the computer says I have 16GB of RAM installed, yet in task manager 228MB of memory equated 7.5% of memory, which means that the total memory is at 3040MB, or 3GB?? Can I take this as that my laptop only has 3GB of usable memory while I have 16 GB installed?

are you running a 32bit version of windows?
You need to run 64bit to take advantage of more than 4gb* of ram
*4gb includes memory being used/built into the motherbd, nic, gpu,,, so typically about 3.25 to 3.5 is left that can be used from the ram.
