GTA V Very Low Frame-Rate

Hi All,

I am experiencing very low frame rate in GTAV. Whether I use low settings or very high settings my frame rate does not change more than a few fps. When walking around town it averages around 35-40 fps, while driving it drops to around 25 fps. My resolution is 1080p. My CPU and GPU temps are well within range.

My Specs

i3 2100 3.1ghz
R9 290 tri-x OC
8 gigs ram
1 TB HDD
200 GB SDD
500W Corsair Bronze PSU

I know that the i3 is not ideal, but others with similar hardware seem to be achieving 60 fps. I have re downloaded the AMD (15.4) beta drivers, c++ and dx11, still no improvement. I have verified game cache and made sure I have the latest bios on my motherboard, still low fps. Could you please help me, I cannot think of much else to do!
