Recently I have been getting a weird fps drop in the games I have been playing. It happens about every 4 minutes for about 30 seconds, then goes back up. I say its a weird fps drop because it doesn't dip to a random frame. While playing CSGO my fps will be at 180 and drop to 60 even like vsync. In GTA 5, it drops from 60 with vsync to exactly 30. It seems to cut the fps in half or round like fraps would while recording. I checked my temperatures and everything was fine, nothing above 45c. I also checked if my gpu was dusty, I sprayed a air can to it just in case and still get frame drops. This leads me to think I have set a setting in a nvidia program that makes my gpu slow down when reaching a certain temperature. Does anyone have any ideas on what it could be?

According to here your gpu can handle 98C:

So no, its not throttling. But what is the problem? No idea.
