I always wanted to try water cooling for maximum performance such as corsair H100i for instance. It holds me back when I heard that there will always be a possibility of leak which may ruin your components, even if you would install it perfectly?

Also, if I buy water cooler, am I going to need to refill it with water after a while? (not sure how it works)

The Corsair H100i is an all-in one cooler which is the safer one rather than having a reservoir. Also, you shouldn't need to refill it.

* There is always a risk of hurting components but to minimize it, I'd leave it on for about a day with some paper towels underneath it to catch any drips.

Well yeah there will always be that risk of it leaking. But you have to realize that for every 1 person who had a failure, there were thousands of people who have not had problems. The risk is very minimal, especially with an all in one cooler. You can't mess up and not tighten a fitting enough or something like you can with custom loops. But to be honest, most of those all in one coolers are not too much better than a kickass air cooler, so if you are going to lose sleep over it, don't do it.
