Probably the best thing in your case is a full mobo/RAM/CPU upgrade, to a cheapest H81 mobo + Pentium G3258 CPU + 8GB DDR3 memory, coupled with either a Gerforce 750Ti or Radeon 260X. This would provide a *huge* performance boost for less than $300 in total:

CPU: Intel Pentium G3258 3.2GHz Dual-Core Processor ($64.89 @ OutletPC)
Motherboard: ASRock H81M-DGS R2.0 Micro ATX LGA1150 Motherboard ($47.98 @ Newegg)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory ($53.10 @ Newegg)

4GB of memory is only good enough for older games, and slow dual core CPUs also. Bottlenecks everywhere.
