i5 is kind of must for me because many games run on i5 or better but gtx 960 was just a suggestion you can add a cheaper card like AMD R9 270x.

A lot of parts in flipkart are out of stock.
I suggest (if you're not OCing)
CPU: i5-4690
Cooler: Cooler Master Hyper Evo 212
Mobo: Asus H97-Plus
RAM: 2x4Gb Gskill Sniper DDR3-1600
GPU: Nvidia GTX 960 or Radeon R9 280X (manufacturer doesn't matter so much for performance, most important part is cooling, Gigabyte, EVGA, Asus, Sapphire, all are good)
PSU: Corsair VX650M
SSD: Samsung Evo 850 120Gb
Case: InWin GT1, InWin 703, NZXT Lexa S - pick the one you like the most (just my suggestions)

Here's your build. I left $80 margin because parts may be more expensive at your place.
No, I won't check the availability or prices on your local sites. That's your and your job only. If that's over your budget, drop CPU Cooler and/or SSD. If something isn't present on your market, provide possible substitute for the part and we will tell you if it's good or not.

Hi, I recently went through the painful ordeal of building up my rig. My budget too was 60000 but inspite of everything still went a bit overboard.
Go for a i7 4790k...i am and amd fanboy but nothing beats the 4790k (it will last you at least 5 yrs)
Processor Intel 4th Gen Core i7-4790k Rs. 21818 http://www.snapdeal.com/product/intel-core-i74790k-processor-8m/800495282
Motherboard MSI Z97 Guard Pro Motherboard Rs. 8549 http://www.flipkart.com/msi-z97-guard-pro-motherboard/p/itmdxts3jgrjf3z9?pid=MBDDXTS2BMFTSNUY
RAM Kingston Fury 8 GB DDR3 Desktop Ram 1866 Mhz Rs. 4399 http://www.snapdeal.com/product/kingston-8gb-hyperx-fury-1866mhz/659714687310
1TB HDD HGST Rs. 3509 (Snapdeal)
Graphics PowerColor AXR9 280X 3GBD5-T2DHE/OC Rs.20579 (Snapdeal) Cheapest available http://www.flipkart.com/powercolor-amd-ati-axr9-280x-3gbd5-t2dhe-oc-3-gb-ddr5-graphics-card/p/itme55fhu7eutj7h?pid=GRCE55FHZUTT9R4G
PSU Corsair VS 650 W 4193 (Amazon) http://www.flipkart.com/corsair-vs650-650-watt-psu/p/itmdg36xznfnesye?pid=PSUDG347RBUYNCFK
SSD Transcend 128 GB 3809 http://www.snapdeal.com/product/transcend-ts128gssd370-128gb-ssd/986265840
Cabinet Sunbeam HTPC HUVB 4630 (primeabgb) -->Amazing transparent LED Case with 4 fans ...check www.primeabgb.com ... Cabinets

Was going for a GTX 970 but was out of budget and 280x 3GB was at an unbelievable price....
If this goes out of your budget you may go for i5 4690k
If playing at 1080p then you may go for GTX 960 2GB ... cheapest at amazon.in type gtx 960
