Hi guys,

Using optimal settings in nvidia geforce experience, fps is fluctuating high 70's to low 40's when travelling at fast speeds in a car, also when i pan the camera it stutters while driving it stutters, even getting 1-2 second stuttering when the games paused.

What could be the issue?

i5 4690k Oced to 4.4ghz
EVGA GTX 980 SC ACX 2.0 4GB
Asus z97 pro4
8GB G.SKILL RIPJAWS 1600mhz
Samsung 840 EVO 256GB + Seagate Baracudda 1TB
Seasonic G-650 80Plus Gold 650W
BenQ XL2411Z 24' 144Hz

Which is likely the problem. Those are the wrong settings, simple.

Turn some stuff down, play with the settings, get msaa and txaa ON not off, on say 2x both and...
Vsync for one...

Also the Nvidia experience "optimal" settings are absolutely not optimal. This feature does not work very well at all, for most games really.

Try playing with the settings and making compromises in certain areas, which are gpu intense like msaa and txaa etc. Also the experience likes to dial up the enhanced distance rendering which chews resources like nothing else.

It gave my titan "optimal" settings which run the game at 25-35 fps in busy areas...not optimal.

Yeah the optimal settings for me basically everything max with TXAA and MSAA off.

research it a little, it will be worth it make the game ultra silky smooth

Found this, oddly enough, on the Planetside2 sub on reddit. It fixed all of the stuttering issues and definitely increased my performance. Note: This involves disabling steaming to Nvidia Shield and Stereoscopic 3D.

The original instructions didn't involved disabling 3D, but I don't use it anyway, so I disabled it as well.

its funny everyone was saying try turning the settings down a little to fix this, but i had the same issue, and turning anisotropic filtering up to x16 and msaa on at x2 actually solved the issue, not 100% sure why but it did lol
