Overclocking won't register if i disable turbo boost

So basically if i disable turbo boost, my 4.6Ghz OC isn't recognized by the software, cpu id. Hwinfo and any other monitoring software all register it at 3.5Ghz. Only if i turn it back on will.
It register. Is this normal?
 
Solution
If the cpu is downclocking itself under load then it is probably thermal thottling, if cpu temps are fine while the throttling is happening then it could be the VRMs on the motherboard getting to hot.

What CPU/motherboard/Ram combo?

Be specific.

I strongly assume you are talking about an i5 4690k and a z97 based mobo with 8gb of ram...however I am purely guessing and as such can't say.

You have walked into a car showroom and said "My car is only running on 6 cylinders, instead of 8". To help, they need to know the make model etc.

Then OC it in a way where the boost takes it to the desired level. You only want those clock speeds under load anyway...
