First off I'll list my specs:
Sapphire AMD R9 270 DualX OC edition 2gb
AMD FX 6300(not oc'd but using Asus optimal mode) 3.5-3.8ghz
8gb(2x4gb) Crucial DDR3 @ 1333
Asus M5A97 R2.0
CX 600 PSU

In the image you'll notice on the small shrubs these small symmetrical dots or grid pattern depending on how you look at it. It doesn't have any negative effect on my performance and it's not that noticeable while playing unless I actively stop to look at it. It doesn't happen in any other game either.

WWW.CANIRUNIT.COM and look for yourself. The RECOMMENDED hardware is what will make the game 'like I saw on youtube'. If you don't have it then NO it won't play like you saw on youtube. You can either PAY TO PLAY (PC Gaming is expensive) or settle for a PS4 which then you will never have to ask this question again

And NO, your CPU does NOT meet the minim recommended requirement, ONLY the FX-8xxx is capable enough for GTA V (you and a hundred other FX-6 people are posting on here like you all did with BF4).

Actually Tom, you are wrong. I miss the "recommended" for the cpu just barely, however I am miles ahead of the actual minimum. Minimum and recommended are different specs. I'm not naive and expecting my rig to run everything at max settings. Also I run BF4 at 50+ fps with no issues.

Processor: Intel Core 2 Quad CPU Q6600 @ 2.40GHz (4 CPUs) / AMD Phenom 9850 Quad-Core Processor (4 CPUs) @ 2.5GHz

RECOMMENDED:
Processor: Intel Core i5 3470 @ 3.2GHz (4 CPUs) / AMD X8 FX-8350 @ 4GHz (8 CPUs)


As for the other replies. My Distance scaling is maxed and I have tried lowering it and I've also tried textures on normal and High with the same effect.
 
And what happens when you drop down to LOW to Medium Graphics? Does it play properly then?
One way to PROVE what is happening to your PC is to Download and run MSI Afterburner, in the settings turn ON OSD, then go through and SET the stuff to 'watch' by enabling them in OSD (On Screen Display). Now as your trying to resolve a issue turn them ALL On, and watch what happens when your playing (your not trying to win or such) and see what the 'numbers' show you. If your seeing your CPU up at 90+ % while your GPU is at 80% then your CPU is choking as I said and so on because your 270 is going to play like crap.

As I said, stick to the RECOMMENDED and it isn't barely a difference, it is a significant difference.

GTA 5 doesnt have a low setting. It's normal, High, Very High for Textures. So technically I am on low and medium. I haven't touched very high. I will try the MSI program though, thank you.

Quick update. I got all the OSD settings running.

For my cpu all 6 cores seem to split load pretty evenly and they fluctuate between 40% and 90% with the occasional 91+ here and there.

My GPU is roughly the same. It's pretty steady from 80% to 90% with a few 91+ instances.

however in a car the gpu seems to take a lesser load by a few percent than on foot. Say 82% instead of 88%. While the cpu load goes up a bit.

I did see one core hit 97% for a split second while driving so maybe I should try to single out the more cpu intensive settings and lower them.

On a side note, my fps with current settings is mostly 50-60 on foot and 40+ while driving.

I'm having the same issue with an i5 4590 / R9 280x so I think is because of AMD graphic card.

I have the latest beta drivers (optimized for Gta V), and I also had artifacts which I solved changing some settings.

I will try different configurations, let you know if I found any that works!
 


Please don't post /your/ issue over someone else's. It makes it hard to decipher whom the thread is addressing when multiple people are cross talking. Start your own thread, by first following my step by step I outlined and providing a response on /each and every line/ your hardware should be in the 50s at 1080P on High /Ultra settings, but any number of things can be causing issues.

Sorry for posting in the wrong place, I just wanted to bring some light about the issue.

By the way, I solved it by setting MSAA to 4x, which was 2x previously. Now I almost notice it (It's still visible, but on far objects).
