Slow SSD boot when loading start up programs

The past couple of weeks I've noticed that there is a delay when it is loading the start up programs. During this time, all of the icons are white and the HDD light is not blinking or illuminated. Then about 15-20 seconds the HDD light will go solid and the icons will return to normal and the rest of the programs will load in the matter of seconds. In the system tray, the following programs load in order: Norton 360, ASUS EZ Update, and NVIDIA Geforce Experience, then the rest will load in after that 15-20 s period. If I relaunch windows into safe mode the problem goes away. I've tried to disable all start up programs through ccleaner but does not make a difference. I have noticed that the next program to load after the hang is onedrive. I've tried to check task manager to see if my secondary hard drive might be loading something to slow down the system but task manger will not open (as well as some other programs) until the hang is over with. Thanks for your time and help.

System Spec:
os: windows 8.1 pro 64bit
cpu: amd fx-8320 (OC)
mb: asus m5a97 r2.0
ram: 8GB
ssd: samsung 850 evo 500GB (OS and all programs and games)
hdd: 1TB 5400 rpm (storage; library location for vids, music, pictures, and onedrive; shadow play videos and temp files)
gpu: msi gtx 650

Dont know if this matters but I use a netgear a6200 wireless usb adapter

The temp directory and virtual memory are on the ssd. I figured out the program that was causing the problem I looked into event viewer and saw "The TeamViewer 10 service hung on starting" error. I disabled it's service and the problem went away. I was was running version 10.0.40642. I installed the previous version 10.0.39052 and now the problem is gone. Maybe the newest version has a bug or it is just my computer. Thanks for your help.
