CPU usage way to high when running programs, and simple applications

Hello, I looked around for an answer to my problem but i cant seem to figure it out. I have a intel i5 4690k and whenever i start my computer up and quickly open up task manager i can see that my CPU usage spikes up to around 70%, or when i play a game like GTA V it goes to 100% and stays there. I have run several anti-virus scans, and i have removed the CPU from my computer, gotten better thermal past and reapplied it so i know its has nothing to do with cooling. Can anyone help me?

i dont think there is any problem with your hardware or os, but running on a single core may create some problems like bottleneck while playing games like gta, try to use all the cores and i guess you are using a good gpu or else it can be the problem, min amd 280x or gtx 960, and there are lots of bugs in gta v so you can check with other gams
 
I didn't see any embedded photos, just the ones that were linked. Not sure what the problem is, in one screen shot it shows that antimalware is using 36% of the cpu most likely on startup. When the pc first starts up, the cpu probably will spike as various programs initialize and run any sort of scans including anti malware, antivirus, steam, skype etc etc. until all those programs are loaded and 'settle down'. With a couple browsers open, around 20 tabs, realtemp, photo viewer, calc, notepad etc open my 4690k is basically idling, 5-8% use on win7. I didn't see what was meant by the game running on just 1 core anywhere.
