Fairly new build wont boot. Fans twitch, lights on, but nothing else.

So the title pretty much says it all, I turned my computer off one night then the next day it simply wouldn't turn on. About a week before it was turning off on it's own one day and I assumed it had to do with a recent update, so I restored to a previous date and it worked fine after that. But now nothing happens. I plug it in to the wall, turn the power supply on, then i press the power button and the fans jerk momentarily and a fan LED flashes, but nothing else other than a green light on the Mobo and two green lights on my gpu.

Things that I've tried:
1. Rebuilding the whole PC (twice)
2. Testing both sticks of ram
3. taking out GPU
4. Checking for mobo shorts and loose wires/screws
5. I've tried running the system in a bare bones configuration and i've checked the CPU multiple times and even re-applied thermal paste multiple times.

I've read through the checklist on this site multiple times and went through it thoroughly but something's not clicking. I figure it's mobo or psu, and I'm assuming it's the mobo judging how there's two green lights on my GPU to signify there's power. I just want more clarification before I buy anything.

My specs;

Mobo: Asus M5a99x evo R2.0
Ram: Corsair vengeance 16 gb 1866 mhz
SSD: Samsung Evo 480 250 gb
GPU: Asus gtx 780 directiicu
CPU: AMD FX8350
Windows 7 ultimate edition.

Yes, I have double checked multiple times, even just now. Still nothing.

Do you have a best buy or microcenter nearby? I'd buy a new power supply to try first. After that, it's process of elimination unfortunately. I've been there before, and it sucks. Just take your time and have patience. :)
