I have both windows 8 and 7 on a hhd didn't mean for this to happen. I didn't do this for dual operating systems. I've been running windows 7 for the past year it's been fine . But today I get a windows 8 booting error I can't wipe or restore because the partitions are locked or missing there's no important files on the computer it's just used for gaming

Try doing a CLEAN install by following the directions at the following link. Follow every step EXACTLY and it should cure the issue.
