280x at constant voltage whether idle or gaming, high idle temps.

My XFX 280x Black Edition (Factory overclocked) remains at 1.2v at all times, causing idle temps of over 50 degrees. I know that this is still a safe temp, but if possible I would like to reduce this to increase the lifespan of the card and avoid creating unnecessary heat. Should this card's voltage scale down with clockspeed or is this expected behaviour?

Although I have only just noticed the voltage, I have always had idle temps around 50 degrees so I suspect it has always behaved like this. The card isn't faulty as it has been RMA'ed and tested to be perfectly fine few months ago when I had an unrelated problem (Which turned out to be a problem on my end).

I have since reset CMOS, completely removed and reinstalled graphics drivers, swapped out PCI power cables and tried with only a single monitor, and the card still refuses to downvolt. Can anyone help?
