I wanna go quick,

Fx6300 @3.6ghz with tx3 evo cooler, 4gb simtronics ram, corsair vs550 watt, Sapphire r9 270x 2gb oc with boost, GA-78LMT-S2 Rev1.2 MB. And beta 15.4 drivers

My watch dogs is at ultra settings except
Textyre-High , AA- msaa2x and res-1366×768

My game runs at 25 fps and shutters alot.. Lije freezing for moments while driving or while running.

Is my card not good enough? Or should i upgrade my game version? How do I know my game version and update it if it is the problem?

Solution
The game is badly optimized, so even on my 780Ti which is better than a reference 980 I get stutters unrelated to VRAM usage. That being said, at the resolution you are playing a 270X should be ok, but you may need to turn textures down more and lower AA further and use FXAA instead.

In short your video card probably isn't good enough for ultra settings. Also any AA you use on a less performing card has a giant impact on performance. What is your monitor's max resolution?

You should also have the latest drivers and game patches. If you bought Watch Dogs through Steam then it upgrades automatically. If you bought it standalone then I think it should upgrade through UPlay.

Does this happen with other games?

@hybrid i bought from amazon.in is the uplay version... Yeah i it kess fps with other games but they do not shutters for example..
In black flag everything set to uktra with msaa 4x and i get constant 28+ fps. Even everything on ultra in Ac unity and msaa2x i get 25+ fps which is completely playable for me

Yes my my monitor can only support 1366×768 max!

Lower your settings down to between medium & high. If you play it with either Steam or Uplay the game should automatically install the newest updates for the game (as long as the system is online). Try that and see how much the FPS improved. If its still not enough then keep lowering the settings until you hit playable FPS. Upgrading your gpu could help but I don't think its needed. Also make sure your system/gpu/BIOS drivers ar up-to-date.
