I need to underclock RAM to boost base clock to allow higher CPU Ghz. Can't enter BIOS. Need help!

Hi all, I tried entering my BIOS to tweak my RAM. I am temporarily underclocking my RAM to get around the locked CPU multiplier on my CPU so I can increase the base clock without exceeding my RAM limitations. I can't get into the BIOS because it freezes whenever I go into it. I read it could be PSU but my PSU is good for my rig. Is there any software that can alter RAM frequency outside of BIOS in windows? Or can I unlock my CPU multiplier. Thanks. Specs are below:

CPU: Intel Core i5-3350P (Overclocked to 3.7Ghz)
GPU: AMD Radeon R9 290 4GB XFX Double Dissipation
RAM: 8GB DDR3 1600Mhz PC12800
PSU: XFX 650W Bronze certified.
HDD: 1TB HDD 7200RPM

Your psu is good, and I doubt that a psu has anything to do at all with ram voltage and timings.
I doubt that it would be feasible to alter ram speeds on the fly via an app.

I think ram speed is really a non issue with your cpu.
Faster speeds come with higher timings, negating much of the benefit.
Particularly with intel processors that have excellent ram controllers.
The difference in real app performance or fps is minimal, 1-3%

Hi, my motherboard is a Gigabyte GA-Z77-DS3H. I have no intention of pushing my ram beyond 1600mhz ultimately. Don't care about the gains, a RAM overclock would be. I cannot increase the base clock beyond 104Mhz or I get system crash which means I can't get past 3.8Ghz on my CPU. I think overclocking the RAM could be the cause of the crash so I was going to underclock RAM to make the Mhz not exceed what it is designed for
 
Hello... Since you CPU is a non-K version, it is "Locked" and maybe the reason for the 104Mhz limit.
But yes, in the days of a MB seperate chip for the RAM controller, you could "underclock" your RAM to increase your CPU FSB/clock speed range, But now the memory controller is on the CPU.
Memory hardware typically doesn't have a FAN/Cooler and does not overclock well VS a CPU, due to Heat disapation problems when overclocking.

Ok I managed a 3.7Ghz Overclock and I am getting double FPS on my flight sim which is brilliant for me! Thanks for the information and I have gained some valuable experience from overclocking and will take it into consideration next time I upgrade which will probably be a year or so. Have a good day :)
