Your Dell Optiplex 740 should have the 280W PSU, open the pc case to double check. http://www.dell.com/us/dfb/p/optiplex-740/pd
If it has the 280W one you can get either nvidia gt730/gt740 or amd r7 240/250. They should be the low profile with the low-profile bracket, Like:

If it has the 110W PSU, you should forget about it, because the PSU will be more expensive, and you should save more to get the whole new PC, and not the small format PC because the upgrading limitations.
