4790s CPU voltage set too high? Idle temps on UEFI/idle ok?

Been lurking for two months and you guys are a wealth of knowledge. For that, thanks!

I've been able to search and find all answers but I do have a question I cannot find.
My first build, with the following:

moBo: ECS z97pk1
SSD: Mushkin 128 gb
CPU: i7 4790s
RAM: g.skill Ripjaws 2x8gb 1866
GPU: Gygabyte Windforce GTE 750ti
Cooler: ThermalTake Silent Frio 12
psu: rosewill silent night 550
1 exhaust, 2intake fans to psu
No OS yet... waiting on it.

First time tested outside of case on UEFI it gave me a voltage of 1.74V and temp at 36-37C with stock intel heatsink. System temp 27C.

Second time around installed in case, voltage was at 1.74 at 39-40C with stock intel heatsink. Changed the RAM from 1300 to 1866 using the XMP settings on the uefi. Basically the one and only thing I changed in the settings. System Temp 27C.

Just put in the Frio Silent 12, cause I just wanted to get lower temp numbers... and got
1.74V and CPU temp 36-38C up to 40 after 1.5hr idling. System temp 29C.

In all instances ambient is approx. 25-27C. My questions are the following...
Is the voltage too high? (That is the stock setting on the MoBo)
What would be optimal voltage?
How does voltage change relate to temps? If I lower V will temps go down?
What is PCH and does it matter whether it's 1.056v or 1.044v (It had changed)?

BTW, when installing the new heatsink, I accidentally slid that thing around like it was on an ice rink. I initially put it off center then slid it; then realized I hadn't put the bar for the screws in there... managed all that without lifting the heatsink...
