Micro Shuttering with GTX 970 "No more smooth gameplay help!"

So I got a new pc build for gaming last 2 weeks at first the games I got were running smooth now after that I began noticing bad preformance not in FPS numbers but in shuttering when moving around and it being laggy and some Blue screens and so. I updated drivers and downgraded drivers to see, reinstalled OS, TWEAKED settings and nothing! I then OCed my GPU and after that my gpu started making odd noises and became hot but only went to 65c. And then I got a message "Display adapter was not working properly and was fixed or something" sorry dont quite remember, now all my games are not smooth and shuttering as I said earlier I cant fix it I even re downloaded the games and still! So whats up? I really need help

Vengeance 2X8GB= 16GB Ram

Have you benchmarked the card at all? If not get this and run the benchmark on ultra in the settings drop box on the top left of the screen. https://www.techpowerup.com/downloads/2205/unigine-heaven-dx11-benchmark-4-0/
And post the results for us.

Also. Have you tweaked the Nvidia settings at all?

I have used Valley and I get no fps drops a little stutter when moving, my fps is always high I get 100+ fps on witcher 2 but choppy gameplay here and there so thats all I want to fix.

Try the new drivers that were out during the recent GTA V PC release, which may help:

Actually guys and gals I unparked my CPU Cores for my I7 4790 and now I am getting less shuttering. However I am not sure if its safe or not so if you can brief me on that?
