Badly corrupted downloads, even after fresh OS install.

First off, I apologize for the wall of text; I just wanted to make sure I included all information. This question was also asked in the r/techsupport section of Reddit.

My computer, or more specifically the internet connection on it, has been having some really serious issues lately. For a while, I found myself completely unable to download any software without the data being corrupted, or the download failing to begin in the first place (Failed - Network Error). Some people suggested I get a new Network Adapter, so I did with no progress. Others suggested my RAM might be defective, and a MemTest86 result confirmed it; so I got new RAM, completely replacing my old RAM. No difference. We even switched ISP's, with no success there.

The issues still persist. I ended up doing a clean install of my entire OS; the issue STILL persists. I can't even download my graphic drivers, they become corrupted on download. Can't install Java, either. Can't install anything; the files immediately become corrupt.

I went to a friend's house and download the Network Adapter drivers there, and put them on a USB stick to take home, so it's not the Adapter drivers. Also, many of the pictures that were downloaded end up looking like this and this, where the images become all static and corrupted.
Just to be clear; my drivers were downloaded on another computer, at a different location, and are completely up-to-date. New RAM was installed, a new network adapter was installed, and a full system re-install was done.

Please help! A lot of my work involves online collaboration, which requires me sending/receiving a lot of files over the internet. This issue basically renders my work useless. I'm desperate!

TL;DR All of my downloads and browser activity becomes very, VERY corrupt. I've tried everything, and nothing's worked.

Have you tried replacing the corrupted files in CMD? Windows comes with a great little tool in the CMD.

Here is how to do it:

1. Go to the start menu

2. Type in "CMD" (without quotation marks)

3. Right click on it and select "Run as administrator"

4. Click "Yes" if the UAC dialogue box appears

5. type in sfc /scannow {With that space after sfc}

* Also, I would try downloading and running a program called CCleaner. It comes with a registry cleaning tool also which is very useful.

i don't know what to do - having the exact same issues here (windows 10). no matter what i do, files are downloaded corrupted... (tried several browsers) very odd is the fact that the only way to download properly is thru torrents...
help anyone?
