I may have misunderstood you, but if I read you correctly, you will not get anything.
In my eyes, it is Utopian to think that you'll receive any money. Lets break it down:
1) You bought Witcher 3 months before you buy your new GPU.
2) When you buy your new GPU, there is a campaign which gives you a free version of Witcher 3.
3) Given you already bought that game, you would like to have a refund.
That is the the problem. You want a refund for something you didn't pay for. It's like going to a store and buying an item, and that store has an campaign where if you buy item X you get item Y for free. What you would say in such a situation is:
I only want item X, therefore I require you to refund item Y. This makes no sense. How can Nvidia (I believe it is their Witcher campaign) refund something they have given you for free? It's a bullshit mentality. The only thing you can do, is to refuse to accept the copy.
Now if you had actually paid for it; if the specific price of the GPU rose exactly the amount Witcher 3 costs, you'd have a persuasive argument for a refund, though even in that case, steam will definitely not grand you one.

I dont understand what are you talkign about. I bought the witcher 3 pre orderd it like 3months ago, and i spent 50euros on it from the steam wallet and when i go to the account details i cant request a refund for witcher 3, by the steam rules it says that i will get the money back to my steam wallet so il buy a gta 5 and then activate the witcher 3 key. Steam gives refunds only to pre orderd games and if they didint came out yet. My question only was how long will it take to get my money back to the wallet

Regarding your last question, I believe it is instant, however I am not completely sure. I remember under the H1Z1 controversy, that refunds were being issued, and those were "instant," You went into the steam wallet, selected refund, and then the money was issued.
