Bought a new PSU. 12v rail is too low. Why?!

I bought a new PSU since my old one reads as 8.184 in the 12v rail. Now, my new PSU also reads as 8.184. What the hell is happening?

what PSU is it we wont know anything unless u tell us the brand lol

also usually software readings are screwed up (well i would trust my sabertooth give or take it is giving me 12.2V at load )

My new PSU is a Thermaltake Smart SE 630w. My old one was a FSP Raider 650w silver 80+ .

Software
Or voltmeter

At that voltage unlikely PC would startup

The reading of 8.184 has got to be incorrect, you wouldn't be running at all if that were the case. The PSU voltage readings are an interpolation and not a direct reading - you can try another program to check the voltages or, if your motherboard has a place to read voltages directly with a multimeter, that would be ideal.
