CPU heatsink advice | More temps, less performance?|

So I have two questions... One is what would be a good CPU aftermarket cooler for an FX 6300? (I am NOT planning on OC [and yes I am aware that stock cooler should do its job but its loud and goes over 62 degrees Celsius])
My budget for the cooler is 20$ in the US.
And just a personal request if it would help you guys pinpoint a good heatsink for me;
I'd like one that looks spectacular,easy to install, and that would reduce the CPU's thermal output down to 45~50c (or less) under load.
And finally I prefer those that are styled like the Evo 212; but easier to install!:)


Also another question...
Higher temperature means less performance , or high temperature make no difference in performance?
For example:
My processor's maximum thermal output is (as stated on AMD's official website) is 62C, and usually in gaming my CPU goes up to 63~65C. So does that mean that if my CPU would run at a much lower temperature, say 45C under load for example, would that mean the CPU would run better?

Could you please provide the full name of the cooler? For some reason it wont let me see it/ open it through that link.
