Hardware Reserved RAM (8gb)

I recently installed a new CPU into my motherboard (AMD 9590 FX) and I have recently begging to see that a l am not using all my RAM that I have installed (<8 compared to 16). I started tinkering with it by readjusting the CPU and RAM with no result whatsoever. I also checked msconfig as well and yes the RAM is not limited. Is there anything else that could do this?

(The RAM is not corrupted as well as I bought these at the same time as the CPU, only the motherboard was there before those two parts).

My Specs are the Follow
CPU: AMD 9590 FX
Motherboard: Sabertooth 990x R2.0
RAM: Corsair Vengeance (low profile) 1600mhz 16GB
Video Card: GeForce GTX 780 (3gb)
OS: Windows 7 Home Premium 64 bit

The Windows Recourse Manager Detects the 16gbs that are hardware reserved, but the BIOS does not for some reason, as it only detects the usable RAM.

The Ram is in the 1st and 3rd slot, as directed by the motherboard's manual, and I try rearranging it with no success.

My Bios is the latest, yes. The Number for the Ram sticks is CML16GX3M2A1600C10, I looked online and it appears they are compatible. It also all did come in the same package.

Since I just ordered these new sticks and the fact I remember that the CPU has no bent pins (I checked it last week when installing a new cpu fan), I assume the mobo is having problems, correct? If so that sucks because this one is no more than 5 months old.

The sticks are recently bought so I'd assume they are not the problem. I also tested with a 2x4 set I have and those have the same effect.
