Strange issue. Pc wont boot

Hi guys
I am facing a strange issue with my old PC

Whenever i turn it on- it starts- light blinks and within 2 or 3 secs it restarts and this cycle continues for about 5-7 times after which it turns off by itself..
Does not show anything on screen..

What problem is it??
I3 540 with Intel DH55PJ mobo

Worst case scenario is dead or dying motherboard
Look for distorted or leaking capacitors near CPU socket

Or corrupt CMOS easy to reset using CMOS jumper procedure
Maybe CMOS coin battery low voltage

Or corrupt bios chip
Difficult to fix unless dual bios and means of forcing second bios to load such as a jumper or strange procedure in user guide

Psu isnt dead for sure
I changed the PSU to my old one today only.. Earlier it was running on Corsair PSU when this issue cropped up..
Both PSU's can't be dead.
Corsair one is just 3 months old

Got you a little, not much..
Please keep it simple..

Actually my this PC has restarted many times on its own in the last 3 months and it used to show PROCESSOR THERMAL TRIP when it restarted..
So i tried applying a new thermal paste 2-3 times..
Worked for some days, then again same issue cropped up..

SO at last i thought of getting a new CPU cooler for this machine and purchased the Corsair H60
machine wasn't starting up from the last 4 days, didn't bother to check even..

I installed the H60 today and tried starting the pc. Same issue. It restarts after every 2-3 secs. Am frustrated now.
What do u suggest??

Also, will the thermal compound be waste if i remove the H60 now??
