Computer Crashing, can't find solution

I built this PC and recently finished it, but have experienced crashes throughout its lifetime. Crashes happen randomly and are always the same: sound and images freeze and no commands respond, so a restart is mandatory (it also seems that my CPU cooler runs insanely fast even after crashing). I have replaced the RAM upon assuming that it was messed up but that didn't fix it. All cables inside the case appear to be properly connected.

A few notes:
1. All the specs above are the same when first starting up PC in December, except the video card, which replaced the old Geforce 9800GT I was using (no change in crash occurrence)
2. All parts were are new
3. A technical support person from Kingston (who made the RAM) told me to change to these settings in BIOS: 10 Cas Latency, 11 Ras to Cas Delay, 10 Row Prechage Delay, 30 Row active delay. Crashes did slow but still occur frequently.

I have a few ideas as to what is causing crashes:
1. Motherboard supports up to 140W CPU, but CPU is 220W

3. CPU is overheating due to weak cooler, idle temperature is usually 45-48C, and in-game it goes to 60C; however some crashes occur only minutes after logging in and I'm not even in a game.

Someone PLEASE help!!!

BIOS is the most recent, 2501. Also I have reset the CMOS, but crashes happen every couple of hours to every couple of days so I can't tell a difference (this morning there were 4-5 crashes but that was my fault [put incorrect settings in BIOS]). Lastly I do not know how the mobo could support the CPU, mobo supports up to 140W and CPU is 220W...
