Gpu usage not maxing out

My 270x has recently been stuck at about 60-65% usage when gaming for about 3 or 4 weeks however it does spike up to 100% for around 1-2 second or so before dropping back down and spiking like 10 seconds later. Now I have been using it in crossfire with another 270x for around 4 months and haven't had this issue. I tried multiple drivers including the beta ones. Reseating it had no effect either, when I use the other other 270x by itself I don't have this issue meaning it can't be the cup bottle necking.

Pc Specs
Cpu: 8320 Currently clocked at 3.5 Ghz but Overclocking to 4 didnt seem to help (close loop water cooled)
Gpu: Pair of 270x crossfired
Ram: 8 Gigabytes
MB: Gigabyte 970A DS3P
PSU: 750w
Storage: 2 Terabytes
Monitor: 2560x1440p Qnix
Games: Bf4, Skyrim, Bioshock Infinite, Tomb Raider, Tf2, WarThunder

Your GPU is powerful enough to run games at 1080p. Crossfire will even increase performance from 1.5x to 2x . So if you are getting decent fps in games why are you worried about having 10% usage or 60% usage?
Some games are light on graphics and they don't even utilize GPU much, you haven't mention the game you are playing.
If you think you are not getting performance form your rig as you think compare the numbers with the review toms did earlier here:

What CPU do you have, my second system has a gtx550ti and a Pentium Dual core e6700 and on games that are CPU intensive the GPU usage drops to about 60% because the CPU cant keep up and is creating a bottleneck.
