I don't understand why you want to know this? I don't even know why Microsoft would add something like this. As far as I know, there is no such feature. Alternatively, you could try see if there are lifetime logs on your PC in question and see how far back they go...

Other than that no, if you installed Windows multiple times you'll only get the latest. If Windows was pre installed you get the date when manufacturer did so for you. If you want to check when your User account was created just find the user folder with your name and check the date that folder was created on.
