GPU gtx 970 high power usage when IDLE

I recently bought a MSI GTX 970 and I tought everything was fine. The only problem I thought I had was that I got a black screen for 2 minutes with B2 listed on the bottom right of the screen while starting windows completly skipping the bios menu. I fixed this by flashing the MSI motherboard bios which solved the issue competely.

However I do have a new problem now and i'm not sure wheather this existed before the bios update or not.

The problem I have now is my GPU power usage when idle. When my pc is idle with no programs running I get a 47% power usage at all times which causes the gpu temperature to rise to 57c - 60c at all times. My gpu and cpu usage is 0% up to 2% when I open any internet browser.

So basicly my gpu power usage with every program closed in the taskmanager is 47% which cause my cards temperature to rise to 60c degree when idle. I tried to disable any process in the taskmanager with no results.

But it gets stranger, When I restart my pc the power usage is restored to 0 - 10% and my cards temp gets back to 38c. However 2 minutes after restarting and not touching anything the power usuage instantly rise to 47% and it stays there.
I have no idea what is causing this :/ It might be a virus? defect in card?

Also when I restart my pc, my gpu fan goes crazy during the restart like it wants to force the temperature to idle mode.

NVM I fixed this issue.

I had my GPU energy mode set to " optimal performance " in the Nvdia control panel. I switched to adaptive and this solved the issue.

Still it doesn't make any sense to use so much power when in idle mode even with the energy mode set to "optimal performance "?

I had this High Idle Temp issue since 4 to 5 months. I search over internet everywhere cant found the solution. but then finally i bought gta 5 i love that game so much watching youtube videos of gta 5 ultra settings graphics looks so awesome. but when i do my gta5 graphics on ultra results loss of fps and shuttering occured. but then finally i rid this issue by my self and now i can play on ultra with full 60fps no shutterng fucking hell smooth you hav to do 2 things as mention below.
1. Open a command prompt. (Run a command prompt as Administrator in Windows vista/7/8)
Copy command line and Paste sc stop NvStreamSvc hit enter then copy paste 2nd line on 2nd task sc config NvStreamSvc start= disabled then hit enter close cmd
2. Go to task manager and stop this process. (Services and Controllerapp.exe32*)
close task manager. Now see your temp it will decrease and gpu utilization will be reduce from 97% to Early 1% to 15%
Suggestion: Keep ur Room Cool Always.
