GTA V Stuttering Issues

Hi! The next sentence should give you an idea why I am stuttering in GTA. I have a Dual Core CPU, the G3258 to be exact. GTA V runs surprisingly extremely smooth. I have an R9 270 for the GPU and four GBs of RAM. When I'm running around, or driving slowly, the game is fantastic and looks great on mostly all medium settings. However, after some time and some fast paced action, I can notice stuttering. The game will be at a good 50 FPS then all of a sudden it will drop down to 40 or 30 and bump back up to around 50 and it will do this frequently. Is this caused by my CPU being only a dual core? Or possibly only 4 Gigs of RAM? I don't have a lot of money, but if it is the RAM I could upgrade to 8.

It probably is the ram..People are doing fine with g3258..Heard gta v is using more than 4 gb of ram...

The minimum requirements is 4 Gigs, but if it is then I'll go up to 8. I heard that open worlds are more CPU intensive, and I'm getting some texture issues as well.

Texture issue in the sense,pop ins?And have you overclocked the proc?

Sorry for the extremely late reply. Yes, I am. I overclocked my CPU to 4 GHz and I'm getting the same issues, so I'll have to upgrade my RAM.
