changing my clock speed doesn't show up anywhere on my computer.

So I'm trying to overclock my r9 280X because I feel like I can get more out of it and it is well cooled (idles at 30'ish and reaches low 50s under intense load). I've read several guides and decide to slowly adjust the clock-speed from 1500 in intervals of 40. I noticed no changes even adjusting it all the way to 1900. No artefacts, my gpu didn't get hotter, no anomalies in the benchmark and I get the same exact result.

Other things that is weird is Unigine valley doesn't register my clock-speed at anything higher than stock. The same with the catalyst control (the top clock-speed doesn't match my actual clock-speed I plugged in below).

I reverted my memory clock back the normal and did the same with my gpu core clock speed. Same issue, no results. Not entirely sure what the issue is. I then proceeded to try MSI Afterburner after being recommended by a thread I googled. Same exact thing as above.
