Cpu clock speeds drop, gpu usage drops causing fps drops

Hello, I currently have a MSI 760GA-P43 with a FX-8350 and a r9 280x and whenever i play games my fps drops to 0-20 after playing 30 minutes.

This occurs whenever my TMPIN1 Reaches 101 Degrees, my clock speeds go to 1400Mhz, Gpu usage drops to 10-20% and for around 5 seconds I get 0-20fps whilst it's cooling down to 94 Degrees.
My Gpu temperature is around 70 degrees at 96% usage.

After my TMPIN1 cooled down I get normal fps again.
And from there on the story repeats itself.

Here is a screenshot of my min / max clock speeds and min / max temps whilst gaming:

Would this be a hardware issue by the motherboard?
Or is it software related?

Thanks for the help in advance.

yes according to this: http://www.hardwaresecrets.com/article/Cooler-Master-GeminII-S524-CPU-Cooler-Review/1368/6
you must be just fine with that cooler, so if your mobo does not support that CPU, then you have to consider upgrading your mobo to a better AM3+ chipset such as 990X for instance :http://www.newegg.com/Product/Product.aspx?Item=N82E16813128510
it can manage your AMD 8350 CPU for sure

I have the Coolermaster geminiii s524, Could upgrade to an H80i if that's really the problem. But i've read that the motherboard doesn't support the fx-8350's 125W TDP

Thanks! Would the ASUS Sabertooth 990FX 2.0 Be a good choice? and will this solve the fps drops?

Great mobo (ASUS Sabertooth 990FX 2.0), I think with the H80i and this mobo you should be fine, just in case that horizontal cooler from coolermaster Could not handle the 125W TDP from your CPU.
