PC powers on for 2 seconds then turns off

Hello,

I am in need of some help. 2 days ago my boyfriend's PC started acting weird. The monitor and the speakers would randomly shut down while the PC itself is still powered on. After he restarted it , it was alright but it kept doing this so the first thing that came to mind was that it might be overheating. We decided to open it up and clean it from dust. Now this is where the real problems started. We cleaned it (it wasn't really dusty at all) and put everything back together. After we hit the power button it would just power on for 2 seconds then turn off by itself then power back on and off and so on until we turn off the power. It doesn't stay on long enough to boot. Looks like it isn't giving signal to monitor, keyboard, mouse, etc. We opened it again and started testing different parts. We tried another CPU, another graphics card. None of them fixed the problem so we thought it's probably the PSU or the motherboard. We bought a new PSU and motherboard but it still didn't work. Now, in both PSUs the ATX power connector does not fit properly into the motherboard slot. We already checked if there is any debris or anything preventing it from properly fitting. The pins also look like they are properly aligned but even when we try to push it in hard there is still a millimeter between them. We also tried, switching the RAM around. The only other thing that we didn't do is to try another hard drive. We are out of ideas and don't know what to do next. If any of you has any ideas, please help! Thanks in advance.

CPU: Intel i7 3770k
PSU: Corsair CX600 (600Watt)
GPU: Nvidia 660Ti
RAM: Corsair Vengence 2x4GB
MOBO: AsRock H77m
SSD: Samsung 640Evo
HDD: 1TB, don't remember the brand
 
It might be a heating issue, a CPU socket bent pin, a defective CPU or power supply.
I suggest re-seating the CPU and inspecting the socket for bent pins. If pins ok, then install the stock Intel cooler and test again, outside the case, only CPU and CPU cooler installed.

I've tested using 2 CPU's 2 mothers boards and 2 PSU's. both boards are identical and i tested with an I5 and I7. Could it be the thermal paste or heatsink? I'm using the stock intel heatsink. it has a lot of thermal paste, maybe too much?
 
While testing it's good to keep the board outside the case, only CPU and CPU fan, both 24 and 8 pin power cables. No other wires/connections. Start the board by shortly touching with a screwdriver the 2 pins on the motherboard where the case power button gets connected. Please post a picture of the board after testing it outside the case.

I don't feel comfortable doing that. Besides will that even help? This is a new motherboard, same as the psu. And we've already tested with a different cpu, which didn't work either. Do you think it could be any of the cables or maybe either of the hard drives?

standoffs? do you mean the leads that connect to the system panel header?

Edit: I see what you mean, they must be installed correctly, its the same motherboard as the pervious one i had. worked for years.

I'll set everything back up then and hope it works.

silly question. there is text on the header pins. (PWR BTN +... etc) and some of them are connected together and you can only slot in 2 at a time. which way should they face? how do i determine what's + and - . ( PWR BTN + -, HDD LED + -)

They have different colors tey have different colors
