"Required CD/DVD drive device is missing" When Installing Windows 7 via USB on Stream 11 Notebook

Hello,

I am attempting to format and re install Windows 7 32b on an HP Stream 11 via USB bootable drive. The flash drive is brand new(just purchased today) and was formatted and written using UltraISO. The ISO I have is confirmed working on other install attempts on other devices.

I load up, boot from the drive and get to the "Install Windows" screen. After it starts the setup, I have receive and error "Required CD/DVD drive device is missing" and there are no options to install anything. I've done a good bit of research on this and tried several things, I'll go ahead and highlight them now so I get everything out of the way in the OP

-as said in the opener, flash drive is fresh 8gb from Microcenter, ISO is good and was written using UltraISO
-Confirmed I was using the correct 2.0 port(im aware w7 has issues installing from a 3.0 port)
-Attempted to use command prompt and diskpart to start the install. When I use Listdisk, it shows there are no fixed disks to show. When I use List Partition it shows no partitions, and finally when i list vdisk it doesn't show any virtual disks either. Very strange.

I think this might be my issue, but i'd like it confirmed. The Drive IS a 3.0 drive. The port is not, however. Is the fact that im using a 3.0 DRIVE an issue? I was hoping to get an answer before going out again to get a 2.0 drive.

Thanks for the advice. I do indeed have legacy turned turned on, I should have put that in the highlights. Forgot about that. I'll try Rufus and get back to you!

Well,

Just tried using Rufus. Getting the same error at Install. Do you know if using a 3.0 drive is a no go with windows 7 usb installs? Judging by my research thats really the only x factor in why im not getting a fix for this.

Well, just tried it with a usb 2.0 and still getting the same message. I'm quite sure im doing everything right, I've tried every fix i could find. This appears to be quite a big issue and its all over many help forums, but everyone else seems to get it fixed with having legacy enabled and making sure they are using a 2.0 drive in a 2.0 usb slot.

I even tried moving the drive to another port after clicking "cancel" at the screen where the error message is, as that was a new fix suggested that i'd found, and still no go. I'm beginning to wonder if there's some crazy propietary crap on this HP Stream 11 that will just not allow me to downgrade to 7, as crazy as that sounds.

I've only got 2 ports, one 3.0 and one 2.0 on this Stream 11. I've tried removing it several times and its just not working. Wanted to clarify that I'd tried this method in fully.
