low FPS with 680 SLI and 980 question

hi everyone, I currently have two EVGA 680 4GB Classifieds in SLI but I'm seeing pretty low framerates in GTA V. I haven't really tested on any other game since I easily get over 60 on other games I have. but with SLI 680s I'm only getting 40fps on 1080p with textures on high, everything else on normal and MSAA on 2x I think. my single 780 on my media PC gets the same settings but 1440p...
I think the stock thermal paste on one of the cards could be going out and causing it to thermal throttle because when I run a synthetic benchmark like unigen, the top card will get to 95C and it's never done that before. there's a 2 PCI lane gap between the two cards with an internal fan blowing air directly over the cards from the front of the PC. the bottom card has normal temps.
I don't currently own screwdrivers small enough to disassemble my card so if its not the paste I'd rather not go through the trouble of trying to replace it. :p

also do you all think it would be more beneficial to get a third 680 Classified for around $300 used or to buy a second 780?
I could swap the SLI 680's with the single 780 I own and then add another 780 (3GB). or add another 4GB 680 (I have enough PCI-E lanes). I'm not sure which is better since I think more SLI decreases performance benefits? but the 680s are 4GB and the 780s are 3GB. thanks for and advice guys!
