Basically that the CPU is being put to heavy use.

1. You don't fix it, it just means that as long as you don't use your CPU too much the fan won't spin, but I highly doubt that's it.
2. Make sure you actually plugged the fan into your motherboard. If you are not sure then maybe take a picture of your CPU area. Look for any cables going from the fan, and plug that cable into a fan header labeled "CPU".
3. It is very dangerous to run without a CPU fan, especially with the stock heat fins. So make sure you don't do anything before you get the fan working otherwise you'll fry the CPU.

There is an old joke: "Is It Plugged In?" :D

More info please, the doctor ain't no good unless you volunteer more symptoms.

I don't buy the no-load diagnostic btw, no cpu runs with zero spinning fan even at idle, UNLESS it's specifically designed with passive cooling in mind.

OP, so that's ALL you did? change the CPU? Everything else was working before? Does it boot at all? anything on the display? any beep? BIOS responds? Were you using the same fan? Same fan header? Questions-questions-questions-questions.

For some reason you refuse to answer: did you or did you not plug the fan in? If you did, then what header did you plug it into?

Make sure that the wire that you plug into your mobo (that should be plugged in) isn't even SLIGHTLY touching the fan blades. This happened to me and my fans wouldn't spin. However, the fan needs to be plugged in and into the correct fan header on the mobo. Hope this helps! :D
