Which CPU cooler is better?

I have been trying to decide on a cooler for my processor, but I do not know which one would be more efficient. The two I'm trying to compare is Phanteks PH-TC12DX_RD, and Hyper 212 EVO by cooler master. Either one I get, I would like to be overclocking my Intel core i5 4690K processor to at least 4.0 GHZ, My motherboard for the knowing, is the MSI Z97-G45. Which one would better fit my needs?

The stock cooler can give you 4.0 Ghz, 4Ghz doesn't require any voltage increases so it won't put out much more heat.
Basically either one will do.

the Phanteks seems to perform better at stress testing, but for normal use and idle they seem to have the same results. for price/performance the 212 Evo is better.
