Your PSU is way to small for that system, you need a 500W minimum. If you go to Nvidia's website it says the GTX 970 needs a 500w or bigger power supply, if you can tell me what your budget is for a power supply I can recommend a good PSU for your friends system.

Whats your budget? I have a corsair 750M in my system which isn't high end but, its high quality and works great.

80+ works the other way: it draws 430/0.8 = 540 from the wall

Thats the same one I have, like I said its not high end but its high quality (meaning it won't destroy your PC) and that should be plenty of power for your friends system .

Exactly, and I was going to point that out. Generally, on reputable manufacturers (of which Corsair is one), the rating is that maximum that it will output at a given temp at a given efficiency. That means it will put out 430 watts total (it may not be too happy about that) and actually draw 500+ watts with the difference being turned into heat.

Overall, assuming the following:

84w CPU
150w GPU
50w motherboard
~30w (fan, HDD, SSD)

You're at 320w for the system and there's no reason why the PSU shouldn't handle that pretty easily. You're at about 75% load which isn't out of range or borderline, so there's got to be something else going on.

My suggestion would be (as mentioned) REMOVE the graphics card, connect to the basic IGP, and then do a bios reset via the reset pins and/or removal/reinstallation of the CMOS battery. See if it comes up with some video then and get back to us

I made an error about the psu, sorry about that, must not comment before drinking coffee especially on Mondays.

In any case the power drawn from the gpu isn't at ful load when booting, so there is no reason it shouldn't boot with that PSU. Try to disconnect all components except cpu (with the IGP enabled) and 1 piece of ram, and see if it boots. If not try changing out the ram for another. You can also try to boot it with another PSU or cpu if you have one available. This way you can isolate/pinpoint the malfunctioning component.

It sounds like either your GPU is broken or your motherboard, Does your gpu fan spin when you turn it on?

My guess would be its the motherboard, due to the GPU is getting power, but theres no display from the gpu or APU, (the built-in graphics) so I would return that motherboard, and get a replacement, hopefully that will work!
Did you plug in the 4-pin\ 6pin connector to your GPU?
