Frame rate in games & CPU utilization drop simultaneously

Hi guys,

I'm having an issue with GTA V specifically, but it may happen with other games without the obvious symptom.

How I first spotted the issue: GTA would run at 60 FPS most of the time, but at certain times of the game (I suppose when entering heavier parts of the game, such as the city), the game drops to 20 FPS for a few seconds and then goes back up to 60 FPS. Initially I thought no problem, my CPU or GPU are just being utilized fully and can't support it for a few seconds. But when I watched what was happening to my hardware, this doesn't seem to be the case.

The problem: What I expected to see was my hardware being used for 100% for those few seconds that GTA is at 20 FPS, then back below 100% when GTA is back to 60 FPS; however, my CPU is only being utilized about ~65% when the game is running at 60 FPS, and about ~20% - 30% when the game drops to 20 FPS, as can be seen here. When the utilization drops, the game FPS drops.

Does anyone know what's causing this? It seems like my CPU could run the game at 60 FPS the entire time, it just happens to drop utilization for some reason.

What I've checked: I've made sure that power-saving settings aren't making the CPU slow down, as well as CPU parking. I have the CPU overclocked, but it never goes past 65 C, so I don't think it's overheating. I've made sure my GPU is fine and that it has the latest beta drivers for GTA V. I really don't know what else could be causing the problem.

My Specs:
- Windows 8.1
- FX 6300 @ 4.3 Ghz
- XFX 7870
- 16 GB of RAM

Ah, thanks i7, I wasn't able to find threads with my issue so I figured it was on my end. Although it still may be, hopefully it is just an optimization issue, like Hungary said. Thanks again guys.
